Background
We are seeking public feedback on our review of the Dangerous, Affected, and Insanitary Building Policy.
The Building Act 2004, requires all councils to have a Dangerous, Affected, and Insanitary Building Policy, and to review that policy every five years to make sure it is still fit-for-purpose.
The purpose of the policy is to be transparent about how council will:
- define and identify dangerous, affected, or insanitary buildings
- assess these buildings
- work with building owners
- take action on the issues.
At the council meeting on 5 August 2025, council adopted this Statement of Proposal and voted to consult with the community.
About the draft policy
Council has had a Dangerous, Affected and Insanitary Buildings policy since 2006 (reviewed every five years).
The proposed policy has been updated to align with changes to the Building Act and to make sure the policy is easy to understand by the community and council staff.

There are three options for your feedback:
- Amend the policy - this is our recommended approach. The proposed edits to the policy mean it will reflect legislative changes and best practice, be clearer and more effective.
- Do not amend the policy - this means we would retain our current version of the policy. This would mean the policy would be inconsistent with current legislation and best practice
- Revoke the policy - we would remove the policy entirely but in doing so we would not be compliant with section 131 of the Building Act 2004
